Council of Experts

The Council of Experts performs the tasks provided for by the Copyright and Related Rights Act (hereinafter: the Act), and these are conducting mediation procedures in the cases provided for by Article 239 of the Act, providing opinions on the proposed price list of organisations for the collective management of copyright and related rights as referred to under Article 235, paragraph 6 of the Act, and other expert opinions provided for by the Act.

The operation of the Council of Experts is managed by the President of the Council, who supervises and monitors the performance of tasks within its scope of work.

The Council of Experts operates on the basis of the Act, the Regulations on the Council of Experts for Remuneration in the Field of Copyright and Related Rights, and other regulations. The Council of Experts also adopts its own rules of procedure.

The Council of Experts discusses and makes decisions at its sessions, and minutes are kept of the work of the sessions. The Council issues an expert opinion by a majority vote of all members of the Council of Experts. The written opinion is delivered to the parties that participated in the proceedings.

The remuneration for the operation of the Council of Experts in each case is paid by the parties participating in the proceedings, in equal parts, unless the Council of Experts decides otherwise. The remuneration is paid within 15 days of receiving the opinion of the Council of Experts. The amount of the remuneration is determined by Article 7 of the Regulations on the Council of Experts for Remuneration in the Field of Copyright and Related Rights.
