Coordination of the enforcement of intellectual property rights

In the Republic of Croatia the coordination mechanism for performance of the tasks and activities related to the enforcement of intellectual property rights was established in 2010, Coordination mechanism is operating on several levels through standing coordinating bodies, coordinating sub-groups and working groups.

In this way, a better cooperation between the competent authorities for the enforcement of intellectual property rights in the Republic of Croatia, other institutions included in the system of IP legal protection, as well as with users of the IP protection system (the right holders), has been provided.


Steering Committee for the Enforcement of Intellectual Property Rights

Steering Committee for the Enforcement of Intellectual Property Rights, consisting of high officials from the competent  state administration bodies(SAB), is a management (strategic) level of coordination of all the tasks and activities related to the prevention and suppression of the infringements of intellectual property rights, Steering Committee carries out supervision over the enforcement of intellectual property rights in the Republic of Croatia and is responsible for the implementation of the National strategy for the development of the intellectual property system and Action plan in the part of enforcement of intellectual property rights.


Coordination Board for the Enforcement of Intellectual Property Rights

Coordination Board for the Enforcement of Intellectual Property Rights, consisting of managerial civil servants from the competent SABs and other relevant public bodies, is a executive (tactical) level of coordination of coordination of all the tasks and activities related to the prevention and suppression of the infringement of intellectual property rights. Coordination Board monitors the situation in the field of the enforcement of intellectual property rights in the Republic of Croatia, as well as development of legislation in this area, makes analyses of statistical reports on the infringements of intellectual property rights, takes activities on raising public awareness on the importance of the protection and effective enforcement of intellectual property rights, and is cooperating with the competent authorities and organisations at international level.


Joint Operation Group for the Enforcement of Intellectual Property Rights

Joint Operation Group for the Enforcement of Intellectual Property Rights is the operational level of coordinating tasks and activities at preventing and fighting the infringements of intellectual property rights, operating at a coresponding regional and interdepartment structure, with a participation of the officials of the Ministry of the Interior, of the Customs Administration and of the State Attorney's Office.


Group for the Cooperation with the Holders of Intellectual Property Rights

Group for the Cooperation with the Holders of Intellectual Property Rights , consisting of the representatives of the right holders from particular organisations and sectors and the representatives of the competent bodies, is a consultative level of coordination of the tasks and activities related to the prevention and suppression of the infringements of the intellectual property rights between the competent SABs and the representatives of the right holders.


Working groups

Besides the Operational Group for the Enforcement of Intellectual Property Rights and Group for the Cooperation with the Holders of Intellectual Property Rights as standing sub-groups, Coordination Board for the enforcement of intellectual property rights is establishing ad hoc working groups for professional support to certain activities. Following professional working groups have been established and are operating so far:

  • Working Group for Statistics on the Enforcement of Intellectual Property Rights
  • Working Group for Raising Public Awareness on the Importance of Respecting Intellectual Property Rights
  • Working Group for Monitoring Normative Activities and Law Enforcement.
